The draft has practical guidelines (some very basic) and ethics, but very little science. 

Occupational exposure are thoroughly covered and included in previous ICRP publications.

“Layperson” and “occupational medical exposure” are new concepts, which are not explained.

“Companion and working animals” - There are quite large differences in what type of companion animals people have. Has a rat the same “ethical value” as a dog, and shall the same justification procedure be done for them both? The varying(?) risk/Sv may also be a factor in the justification process.

It would be highly complicated and resource demanding to establish diagnostic reference levels (DRL) for different species of animals. Also, there are large differences, at least in size, between different breeds for the same species, e.g. dogs. With experience with establishing DRLs for children, we think it’s even more cumbersome with animals. We do not think it is feasible for a very long time (ever?), and definitly not the right thing to start with. 

The draft may have impact in developed countries, but probably minor impact in developing countries.
