The use of effective dose has no physics base and its use should be reconsidered.

It is true that based on long historical accumulation of data, radiation risks have been summarized with the effective does and/or does equivalent.  On the other hand, this gives some confusion on risk assessment.

In addition, the concept of the effective does is quite hard to be understood in public education of radiation.    

Nowadays, absorption energy in any materials by any kinds of radiation can be estimated by simulation codes.  Advances of radiation measurements make possible to distinguish kinds of radiation, its intensity and energy distribution.  Please consider to use Gy, i.e. all data should be rearranged and summarized by absorption energy (Gy) with indication of exposed organ, kind for radiation and its energy.
