The reference level dose bands in the draft document show that ICRP has not learned the lessons from Fukushima and is willing to cause more needless deaths due to low dose radiation phobia. More than 1,600 Fukushima evacuees died simply because they were evacuated (and they were too ill to withstand the rigors of evacuation). This document endorses evacuation in situations where members of the public would receive annual doses greater than 20 mSv, in spite of the fact that there exists no compelling evidence indicating any radiation risk at doses of 50 or even 100 mSv per year. The document gives lip service to the recognition of non-radiation hazards, yet is willing to accept them in the absence of dose levels that could actually cause a negative impact on public health. It's time to base evacuation procedures on science rather than on Linear Non-Threshold extrapolated nonsense.
