China Society of Radiation Protection (CSRP) regrets to inform with deepest sadness that Professor Pan Ziqiang, academician of the Chinese Academy of Engineering, recipient of the Merit Medal of China Nuclear Industry, honorary president of the China Society of Radiation Protection (CSRP), director-general of bureau of nuclear safety, radiation protection and industrial hygiene, Ministry of Nuclear Industry (MNI, the predecessor of China National Nuclear Corporation, CNNC), honorary president of the CNNC Science and Technology Committee, legendary national expert on radiation and environmental protection, passed away in Beijing at the age of 85, on January 19, 2022.
Professor Pan was born on June 1, 1936 at Yiyang City, Hunan Province, China. He graduated from the Department of Technical Physics of Peking University in 1957, henceforth, he began his professional career on radiation protection research and practice in China. He successively served as the Deputy Division Head, Division Head and researcher of the Institute of Atomic Energy of Chinese Academy of Sciences, the Deputy Director-General and Director-General of the Bureau of Nuclear Safety, Radiation Protection & Industrial Hygiene, Ministry of Nuclear Industry (MNI, the predecessor of CNNC), the Director-General of the CNNC Nuclear Safety, Radiation Protection & Industrial Hygiene Office, and the Deputy Director-General, Director-General and Honorary Director-General of the CNNC Science & Technology Committee. He was also awarded “the recipient of‘G. William Morgan lecturer’” of the Health Physics Society (HPS) in 1996. In 1997, he was elected as an academician of the Chinese Academy of Engineering (CAE).
During his career, Professor Pan has been engaged in radiation protection research by completing a number of monitoring technologies and methodologies ensured the development of nuclear energy. Professor Pan has made significant contributions to the establishment and development of the country's radiation protection discipline and infrastructure system, and has laid the foundation for the safety management of radioactive waste in China. He took the lead in carrying out, participated in and guided the completion of the "National Environmental Natural Radioactive Level Survey of China"; played an important role in the environmental impact review of Qinshan Nuclear Power Station site selection, providing a technical basis for China's nuclear power environmental impact assessment; he actively promoted the establishment of "nuclear and radiological emergency system" in China and presided over the preparation of "National Radiation Protection Standards" for multiple times. Meanwhile, he also contributed himself greatly in the cultivation of radiation protection talents.
As a major national representative in the field of radiation protection, Professor Pan was quite active in promoting international exchange and cooperation especially on research and standards formulation, he has been the representative of China to UNSCEAR since 1996, a member of the Main Commission of the International Commission on Radiological Protection (ICRP) from 1997 to 2013, and member of the Radiation Safety Standards Committee (RASSC) of the IAEA from 1996 to 2001. As the president of the CSRP for more than two decades, Professor Pan established and kept the frequent interaction between IRPA, IRPA associate societies and the CSRP.
Professor Pan has made pioneering contributions to the development of China's nuclear and radiation safety. As a leader in China's nuclear and radiation safety, he has combined advanced international nuclear and radiation safety concepts with China's actual conditions, established a modern system of China's nuclear and radiation safety, and played an important role in escorting the development of the nuclear industry and promoting the peaceful utilization of nuclear technology. He worked hard for the development of nuclear and radiation safety disciplines, and cultivated a large number of talents for the country, ensured the sustainable development of this field.
As a human body he is gone forever, but his many precious influences and contributions in the field of radiation protection will live on forever!
