The Commission heard updates and progress plans from Committees and Task Groups. The following items were discussed:
• The Commission approved further meetings of the TG on Risk Estimates
• The Commission approved two members to TG on Probabilistic Events (Don Cool and Lars Hogeberg)
• The Commission approved formation of a new TG on Measures for Protection Against Radon
The Commission discussed international and national responses in relation to draft recommendations. The following discussions resulted in:
Effective Dose will be used in place of Effectance
Equivalent Dose will be used to define the product of average dose in an organ or tissue and a weighting factor
Proposed WR values:
• X and Gamma Rays, electrons, muons = 1
• Alpha, fission, heavy nuclei = 20
• Neutrons will be expressed as continuous function of incident energy
Organ risk factors provided by Committee 1 were accepted by the Commission (specific values listed in minutes).
Proposed limit of 20 mSv per year with some provision to allow year to year flexibility for occupational exposure, 1 mSv per year averaged over any five consecutive years for members of the public, and limiting dose to surface of pregnant woman’s abdomen to 2 mSv for fetus of the pregnant worker.
The Commission agreed not to specify limits of radon exposure until advice from TG on Measures for Protection against Radon reported to the Commission.
Other matters of the meeting included discussing financial matters (ICRP is running on a deficit budget) and useful exchange of views was conducted between ICRP members and invited guests from the US Committee on Inter-Agency Radiation Research and Policy Coordination.
The next meeting of the Commission is planned to take place in Chilton UK from 5-10 November 1990.
